Approaching the final months of a year that has been full of challenging and exhilarating changes, we reflect on our achievements over the past decade in Indonesia and the possibilities to come as we expand as a regional hub for the Asia Pacific. Technical Report Research Dive 10: Inclusive Development and Humanitarian Responses Pulse Lab Jakarta is collaborating with Saraswati, in partnership with CBM Global Disability Inclusion and Data Science Indonesia, for an upcoming Research Dive for Development focusing on inclusivity. Persons with Disabilities often face disadvantages and have higher barriers to enjoying the same human rights and freedoms as their non-disabled counterparts. These barriers include inadequate data and evidence. The upcoming Research Dive aims to identify the knowledge and data gaps to promote more relevant and higher-quality data by enhancing researchers' familiarity with several data sets, including data on disability collected by the government, such as socio-economic surveys and data for disability, such as schools for children with disability. By bringing together stakeholders and exploring new ways for data integration, Research Dive has the potential to advance our understanding of disability and improve outcomes for persons with disabilities.

Assessing the Implementation of Indonesia’s National Nutrition Information System (e-PPGBM): Challenges, Gaps and Opportunities To support the National Movement for Stunting Reduction, the Indonesian Ministry of Health (Kemenkes) launched Sistem Informasi Gizi Terpadu (SIGIZI Terpadu) – a national nutrition information system to record and report data on community-based nutrition. Focused particularly on adolescents, pregnant women and children under five years of age, this system is used to track the implementation of various nutrition programmes in Indonesia. One of the key modules of the SIGIZI platform is known as e-PPGBM - Pencatatan dan Pelaporan Gizi Berbasis Masyarakat elektronik (an application for recording and reporting on community-based nutrition). Through this application, health workers can directly report on the nutritional status of children in their areas and arrange necessary follow-up. However, early observations by the Ministry of Health’s Nutrition Surveillance team indicate there are existing challenges in implementing this system. Some of these challenges include: underreporting of data in e-PPGBM, lack of clarity in follow-up mechanisms, the suboptimal capacity of posyandu and puskesmas officers in using e-PPGBM, and suboptimal use of the data within districts and provinces.

Horizon Scan Manual: A Step by Step Guide This horizon scan manual is designed to help you set up your own horizon scanning practices. It outlines a simple five-step process, provides templates for inspiration, and gives you very hands-on tips and tricks. The manual originates from a horizon scan that was conducted by UN Global Pulse and Bappenas (Ministry of National Development Planning of the Republic of Indonesia) on the Future of MSMEs in Indonesia. Mariska Yasrie, Associate Planner in the Directorate of Cooperatives and MSMEs, about her experience engaging in a horizon scanning exercise: “Horizon scanning pushes us to think beyond the immediate issues around MSMEs. We are generally more familiar with thematic issues around how to improve MSMEs’ access to finance, market, good quality of human resources, as well as how they might affect MSMEs. However, now we are also thinking in a broader way about how changes in the political, economic, social, technological, environmental and legal landscape can impact the sector. This is critical for long-term planning.” We took the main lessons learned from this project and incorporated them into this General Horizon Scan Manual, that can be used by the broader policy making community (beyond the MSMEs domain) and applied to any desired policy field or topic.

Datavores: 2022 Third Quarter Edition In this edition of our newsletter, we are thrilled to share the results of our joint study with UN Women Indonesia on “Breaking Growth Barriers for Women Impact Entrepreneurs in Indonesia.” We addressed the issue of systemic barriers and explored potential avenues to strengthen channels to support the growth of women-led businesses. In other MSMEs news, our team developed an MSMEs platform that houses conventional and unconventional data to support policymakers. This has led to a greater demand for and appreciation of our work as a mixed-methods data innovation facility that combines data analytics with service design to generate value. UN Global Pulse Annual Report 2020 The year 2020 was many things. UN Global Pulse (UNGP), along with the rest of the world found itself in an entirely predictable (and predicted) context. It was a year of asymmetries and competing logics. Offices, rather than being spaces for work, for creativity, and togetherness, became spaces of threat, of risk. Work and personal lives blurred, with our homes becoming makeshift offices and meeting rooms instead of intimate personal spaces. Beyond “Sticky Floors” From our joint policy research with UN Women that looked at the gendered impact of the COVID-19 pandemic on micro and small businesses in Indonesia, we learned that women business owners have fewer coping strategies compared to men. To keep their businesses afloat, more women are using a range of digital tools — from digital platforms and online marketplaces, to instant messaging apps and social media — to market their products and services. Whilst this trend offers promising opportunities to help women business owners cope during the pandemic, digitalization does not benefit all of them equally. Besides structural barriers such as infrastructure and network coverage, several of the barriers that prevent them from utilising digital tools are behavioural. This is the case for many women “necessity business owners” who make up the majority of Indonesian women entrepreneurs and are typically running a business out of necessity from their homes while juggling domestic responsibilities.

Datavores: 2020 Fourth Quarter Edition Women own or run nearly half of all micro and small businesses (MSBs) in Indonesia, which employ more than 90% of the Indonesian workforce. Despite this fact, there is a dearth of analysis dedicated to understanding the gendered impact and coping mechanisms of MSBs during the COVID-19 crisis, as physical distancing measures have led to declining incomes. Pulse Lab Jakarta recently collaborated with UN Women, Gojek Indonesia, and the Indonesian National Council for Financial Inclusion for a mixed-methods research to understand the extent to which COVID-19 has affected women entrepreneurs and women-owned MSBs in Indonesia, with a focus on those in the food and beverage sector.

Who is more ready to get back in shape? This empirical study estimates resilience (adaptive capacity) around the periods of the 2013 heavy flood in Cambodia. We use nearly 1.2 million microfinance institution (MFI) customer data and implement the unsupervised learning method. Our results highlight the opportunity to develop resilience by having a better understanding of which areas are likely to be more or less resilient based on the characteristics of the MFI customers, and the individual choices or situations that support stronger adaptiveness. We also discuss the limitation of this approach.

Inferring High Spatiotemporal Air Quality Index – A Study in Bangkok Robust estimates of human exposure to inhaled air pollutants are necessary for a realistic appraisal of the risks these pollutants pose, and for the design and implementation of strategies to control and limit those risks. However, these tasks are challenging in Bangkok due to few number of official air quality sensors and huge city administrative areas. This research couples data from government official air quality sensors with multiple data sources from ride-hailing, satellite measurement, transportation, official statistics, and meteorological information to infers daily air quality index in three months sample of high, normal, and low seasons for whole Bangkok city at 1km x 1km spatial resolution. The best model shows 0.6 r2 performance using a Land Use Regression (LUR) approach.

Phase one Completion Report 2017-2019 This report documents Pulse Lab Jakarta’s (PLJ) journey throughout the period 2017- 2019. This was an important phase in the evolution of PLJ as this was the first phase of direct funding from the Australian Government. Presented in the report is the evolution of the way we do business, the way we establish partnerships, and the way we have positioned ourselves in the growing data ecosystem in Indonesia and the Asia Pacific region. With over 60 unique research projects and activities conducted during this period, and around 50 new partnerships with private sector, development agencies and government bodies, the overall output and productivity of the PLJ provides an underlying testament of the value for money as well as the demand for facilities such as PLJ in light of global trends towards further use and integration of digital technology.

Recognising the need to adapt our approach, UN Global Pulse embarked in 2019 on an internal exercise to understand how to continue to deliver optimal value for the organizations and communities we serve.

Data Innovation Metropolitan Sustainable Transportation By 2050, it is expected that nearly 70% percent of the world’s population will live in urban areas. In Southeast Asia, this phenomenon created mega urbans, such as Jabodetabek, Bangkok Metropolitan Region and Metro Manila. These cities are facing many transboundary challenges from water supply, wastewater to transport and environmental protection. Without adequate transport infrastructure, cities suffer the growing congestion on the road and there is a significant economic cost to this. Transportation planning has been using data-driven analysis and modelling analysis to support policy decisions in this issue.

Food Security in Indonesia Real-time Food Price Monitoring in West Nusa Tenggara Using Innovative Crowdsourcing Approaches: A Pilot Project As the world’s population continues to increase, governments have been stepping up efforts to ensure that citizens have access to safe and adequate food supply. The Sustainable Development Goals are also undergirded in the ambition to end hunger, which is crucial to sustain humanity. Favoured with fertile soils, abundant natural resources and a conducive climate, Indonesia has for years been a key player in the agriculture sector, helping to meet food consumption demands domestically and in the region. The agriculture sector is also a key economic driver and provides employment to millions of smallholder farmers. Collaborating with the Directorate of Cooperatives and Small and Medium-sized Enterprises (SMEs) in the Ministry of National Development Planning (Bappenas), Pulse Lab Jakarta developed an interactive visualisation and analysis dashboard that uses the latest agriculture census data to identify smallholder farmers, with respect to the commodities they produce and the size of their landholdings to generate insights that can inform policies relevant to SMEs in the agriculture sector.

In its macroprudential policy-making, Bank Indonesia needs to measure household financial vulnerability to mitigate systemic risks, improve intermediary functions, and increase financial system efficiency. Mapping Smallholder Farmers in Indonesia to Inform Agriculture Policies In Indonesia, roughly a third of the land is used for agricultural purposes and the sector contributes significantly to the country’s Gross Domestic Product. Consisting largely of smallholder farmers (defined as having landholding less than two hectares) and large plantations, millions of Indonesians depend on this sector to earn their everyday livelihoods. Smallholder farmers, who typically come from agriculture-dependent households, are also part of the segment of SMEs in Indonesia. Stories of Change: Haze Gazer & Vampire The Vulnerability Analysis Monitoring Platform for Impact of Regional Events (VAMPIRE) and Haze Gazer were conceived and developed in 2014-2015 at an important juncture for its primary collaborators. Pulse Lab Jakarta (PLJ) had recently launched and was actively looking for suitable project partners. The World Food Programme (WFP)—PLJ’s primary partner in developing VAMPIRE—was devoting significant regional resources to addressing the consequences on food security of El Nin?o. And, the new Joko Widodo administration came into office in October 2014 following the July 2014 national presidential election. President Widodo had just been elected on a platform that included promoting both national economic sovereignty and also a more open and accountable government.

Technical Report Research Dive 7: AI and Machine Learning for Estimating Poverty The Government of Indonesia has made significant progress in reducing poverty over the past few years, recording its lowest poverty rate of ten per cent in 2017 measured by income. Many citizens still remain vulnerable given their marginal position above the national poverty line. But how governments go about estimating poverty, in order to better target programmes, has never been an easy task. Today, technological advancements are enabling researchers to use new and efficient methods to learn more about people’s quality of life. In particular, with more and more big data sources emerging, researchers are seeing the benefits of big data analytics for reducing poverty and improving citizens’ well-being. In Indonesia, micro enterprises make up the majority of enterprises, with roughly 99 per cent of all enterprises being micro enterprises. With the uptick in the number of financial technologies (fintech) in Indonesia, there are emerging opportunities that can aid the delivery of faster and more efficient services in developing countries. To promote resilience and growth within Indonesia’s unbanked micro business sector and support the Government of Indonesia’s financial inclusion agenda, Pulse Lab Jakarta conducted a research project to understand the experiences of early fintech adopters among those enterprises.

Mobile Phone Network Data For Development The primer is a synthesis of a growing body of research on mobile phone data analysis in development or humanitarian contexts. For example, de-identified CDRs have allowed researchers to see aggregate geographic trends such as the flow of mass populations during and after natural disasters, how malaria can spread via human movement or the passage of commuters through a city at peak times. The document explains three types of indicators that can be extracted through analysis of CDRs (mobility, social interaction and economic activity), includes a compendium of several research examples and a summary of privacy protection considerations.

Health Data Analytics for Managing Pandemics The COVID-19 crisis has underlined why digital transformation in the public sector is imperative. Highlighting the value of big data and artificial intelligence, Budi Gunadi Sadikin (Indonesian Minister of Health) recently called for urgent reform and development of the country’s digital healthcare systems in line with the Ministry’s Digital Transformation Blueprint. This transformation requires a holistic approach to ensure that data systems are interoperable, and decision makers can access timely and comprehensive insights. With this vision in mind, UN Global Pulse through Pulse Lab Jakarta teamed up with the Indonesian Ministry of Health and the Ministry of National Development Planning (Bappenas) to explore how COVID-19 related datasets from across different systems within the Ministry of Health might be combined to inform the Government’s response to the pandemic.

Strengthening MSMEs for Inclusive Growth InIndonesia, micro, small and medium enterprises (MSMEs) contribute significantly to the national economy, absorbing 97 per cent of the total workforce in 2020. Whilst opportunities abound with increasing digitalization, many of these enterprises often encounter challenges with respect to accessing financial services, marketplaces, production materials, amongst others. To answer critical policy questions, the Data & Information Center and the Directorate of Cooperatives & SMEs Development within Indonesia’s Ministry of National Development Planning (Bappenas) have been collaborating with UN Global Pulse through Pulse Lab Jakarta to map the geospatial distribution of MSMEs at the district level. Relying on a mixed-methods approach, the research leverages a mix of traditional and non-traditional datasets, as well as service design.

Pulse Stories: Beyond “Sticky Floors” From our joint policy research with UN Women that looked at the gendered impact of the COVID-19 pandemic on micro and small businesses in Indonesia, we learned that women business owners have fewer coping strategies compared to men. To keep their businesses afloat, more women are using a range of digital tools — from digital platforms and online marketplaces, to instant messaging apps and social media — to market their products and services. Whilst this trend offers promising opportunities to help women business owners cope during the pandemic, digitalization does not benefit all of them equally. Besides structural barriers such as infrastructure and network coverage, several of the barriers that prevent them from utilising digital tools are behavioural. This is the case for many women “necessity business owners” who make up the majority of Indonesian women entrepreneurs and are typically running a business out of necessity from their homes while juggling domestic responsibilities.

Tapping into the Value of Data for Better Lives Ongoing discourse on governments’ response to COVID-19 emphasizes the crucial role of data in saving lives and protecting livelihoods. As more government institutions and development projects foray into the art of the possible with new data sources, it is important to address underlying systemic conditions that hamper effective adoption of data innovations. This includes issues around effective data access and data processing, as well as the need for guiding principles and protocols for both current and future responses. At the Asia regional consultation for the forthcoming World Development Report 2021 which Pulse Lab Jakarta recently co-hosted, one of the central themes was on how to strengthen data systems to increase the value of data. These discussions have inspired us to reflect on Indonesia’s COVID-19 data ecosystem and the work we’re doing to inform response and recovery.

Alternative Use of Traditional Data in Times of COVID-19 Now nearing the end of September 2020, Indonesia has reported almost 275,000 COVID-19 cases since the first confirmed case in early March. Just in terms of the number of detected cases, it is second highest in South-East Asia, after the Philippines. With cases yet again on the rise, parts of Indonesia have brought back the soft-lockdown more commonly known as PSBB, an acronym for Pembatasan Sosial Berskala Besar (Large Scale Social Restrictions). At this stage finding the balance between decreasing disease incidence whilst also limiting the extent of the economic fallout is understandably a tough task, especially with poverty incidence on the rise. Public policy professionals would call this a “wicked problem”.

Disaster response and climate change in particular is one of our key thematic areas, where we merge and analyse non-traditional data with the more traditional types of data to provide timely insights to decision and policy makers across government and humanitarian agencies. Part of our role today is to extend the art of the possible, by coaxing access and analysis from alternative data sets that were never originally meant for the purposes for which they are being leveraged.

For the last several months we have been working with Jabar Digital Service (JDS) of the West Java provincial government in collaboration also with our main government counterpart, the Ministry of National Development Planning (Bappenas). JDS was established to help narrow the digital divide within the province and increase uptake in the use of technology in community life as well as government. Together with the Data and Information Centre (Pusdatinrenbang) in the Ministry of National Development Planning, our team designed a data analysis and visualisation dashboard to monitor how the data was being reported day-to-day on provincial websites.
